The name Civica Law reflects the mission of our firm: service to communities and the public through assisting cities and counties in enforcing their laws effectively, efficiently and fairly, and defending agencies against risks and lawsuits they may face.

Our team is made up of attorneys and paralegals who have spent their careers helping code enforcement and their public agencies protect and improve their communities. With over 100 collective years of experience, our team has helped cities and counties abate thousands of dangerous and substandard properties, improve housing conditions, and effectively deal with a wide range of quality-of-life issues, from homeless encampments to cannabis, drug, and gang dens to illegal gambling (or tap-tap) facilities, illegal business operations, human trafficking and massage, land use, and zoning, and virtually every other conceivable quality of life and safety issue a public agency may face.
Service Above Self
Our team practices “service above self” and volunteers hundreds of hours every year to code enforcement-related groups, including Mr. Silver serving as a volunteer board member on a code enforcement group for the last 12 years. Our team regularly teaches courses relating to code enforcement and public agency risk liability, and has written numerous published pieces in these areas.
Civica Law was founded by Matthew Silver with extensive experience in code enforcement, housing and land use. He previously co-partnered a similar law firm for 10 years and led the code enforcement and housing practice group of a major national law firm. The Civica Law team has devoted their careers to the service of public agencies, and is known nationally as specialists in code enforcement law. They have a long history of working in all areas of code enforcement, housing and land use, and have litigated numerous code enforcement cases, some of which have resulted in published case law that has improved the law.
